When the Claiing of the Theorcracy is cast,a claim is laid on the soul of any one unique individual in the multiverse, of equal to or less than 237 HD that has died. The target is immediately subject a Will Save (at a bonus equall to the bonuses to will saves at the time of their death) at a DC equal to 100 + lead spellcasters ability score. If the Will save is failed, the soul is in the posession of the Nyrundian religion and their spirit will be bound to the outer plane location of the casters choice. Note this spell does not bring them back to life or summon them to the casters location. The creature cannot be raised by a wish or other means. If there is any roll to contest the disposition of the soul such as a counter claim, or an epic power is used to raise/ressurect the individual, there is a contest of caster levels made at +150. For every additional contributor beyond 146, increase the hit die summonable, the DC the chance to overcome Spell Resistance, and increase the bonus tp any check to contest the soul by 1) to a maximum of 287 contributors to bind a 380 HD soul, at a Will Save DC 386 + lead spell casters ability score, +226 to overcome SR, and +203 on any check to contest ownership of the soul or caster level checks to prevent raising/ressurection. The effect is permanent.
Note that the names of individuals so claimed must be entered in the records of the theocracy. (DC 20 religion check in any church library to learn a previous name).
A new version of this Epic Miracle is created by the Theocracy requiring a different minum number of casters is created for when the number of votes required for a majority changes
